Portugal's national federation of social solidarity cooperatives, FENACERCI supports approximately 25,000 people with intellectual disabilities and their families through 52 member cooperatives and around 6,000 professionals. Based in Lisbon, it advocates for rights, quality services, and social inclusion nationwide.

FENACERCI (Federação Nacional de Cooperativas de Solidariedade Social) is a national federation headquartered in Lisbon that coordinates 52 member cooperatives throughout Portugal. These cooperatives collectively provide residential, day, educational, and vocational support to roughly 25,000 people with intellectual disabilities.
What They Do
FENACERCI advocates for the rights of people with intellectual disabilities at the national policy level, engages with government bodies including the National Institute for Rehabilitation (INR) and the Institute of Social Security, and provides technical guidance and training to its member cooperatives. It also promotes access to justice and employment for its beneficiaries and is a member of Inclusion Europe.
