The ECTA Center is a programme of the Frank Porter Graham Child Development Institute at the University of North Carolina at Chapel Hill, funded through a cooperative agreement with the U.S. Office of Special Education Programs (OSEP). It supports state implementation of Part C (birth to three) and Section 619 (ages three to five) of the Individuals with Disabilities Education Act.

What It Does

ECTA offers learning modules, state-specific data dashboards, policy guides, and a family resource library. Its state contact directory connects families directly to their Part C co-ordinator or Section 619 programme for free early intervention evaluations. Research briefs and implementation tools help practitioners embed evidence-based practices in natural learning environments.

Families of infants, toddlers, and preschoolers with disabilities or developmental delays, special education practitioners, and state agency staff administering early intervention and preschool special education programmes.
