About this resource

About

The Early Childhood Technical Assistance Center (ECTA Center) is funded by the US Department of Education's Office of Special Education Programs (OSEP) and operated by the FPG Child Development Institute at the University of North Carolina at Chapel Hill. It is the primary national technical assistance centre for state IDEA Part C (birth–2) and Part B Section 619 (3–5) programmes.

What It Does

ECTA provides a state-by-state directory of early intervention lead agency contacts so families can find their local programme, a library of evidence-based practices for supporting young children with disabilities, and resources explaining the IFSP and IEP processes. The "For Families" section offers plain-language guides on eligibility, service delivery in natural environments, transition planning, and family outcomes measurement. The site also aggregates national data on programme participation and child outcomes.

Who It Helps

Families of infants and toddlers (birth to 3) seeking IDEA Part C early intervention services, families of preschoolers (3–5) with disabilities navigating Part B Section 619 programmes, and the early intervention providers and state coordinators who support them.
