The Illinois Early Learning Project is produced by the University of Illinois Urbana-Champaign and funded by the Illinois State Board of Education. The site has operated for more than two decades as a go-to source of evidence-based information for families, childcare providers, and early childhood educators.
The project provides tip sheets on specific disabilities (including autism, cerebral palsy, Down syndrome, hearing loss, and vision impairment) written for parents in plain language; step-by-step toolkits explaining the IFSP and IEP processes; answers to common questions about early intervention and inclusion; a searchable resource list on inclusive childcare; and a county-level office locator for Illinois families. The Early Intervention Toolkit walks families through the full referral-to-service process under IDEA Part C, making it a nationally useful primer even outside Illinois.
Families of children from birth through kindergarten with developmental delays or disabilities, childcare providers, preschool teachers, and early childhood professionals seeking clear explanations of special education law and disability-specific support strategies.
