Founded in 1977 in Minneapolis, Minnesota, PACER Center grew out of the Parent Training and Information (PTI) programme authorised under IDEA. Its staff—many of whom are parents of children with disabilities—provide direct guidance, workshops, and national resources to families across all US states and territories. PACER also co-ordinates the national Technical Assistance ALLIANCE for Parent Centers.
PACER's Early Childhood Family Information and Resources project helps parents of infants, toddlers, and preschoolers understand IFSP rights, navigate Part C evaluations, and prepare for the transition to Part B services at age three. PACER provides nearly 100 free workshops annually (virtual and in-person), a toll-free helpline, and publications on IEPs, behaviour support, and disability-specific topics.
Families of children and youth with any disability from birth through age 21, particularly parents beginning their journey with early intervention (Part C) and preschool special education, as well as professionals who support families through disability diagnosis and service navigation.
