The China Disabled Persons' Federation (CDPF) was established in Beijing in March 1988 under the leadership of Deng Pufang, who became a disability activist after being paralysed during the Cultural Revolution. It is commissioned by the Chinese government to represent the interests of, serve, and manage affairs relating to persons with disabilities. With a nationwide network of provincial, city, and county chapters and approximately 120,000 full-time employees, CDPF is among the largest disability organisations in the world by staffing and reach.
What They Do
CDPF formulates and implements national disability policy, oversees rehabilitation and special education services, manages vocational training and employment schemes for persons with disabilities, and advocates for accessible environments and assistive technology provision. It publishes national disability statistics, runs public awareness campaigns, and represents China at international bodies including the UN. CDPF also administers the national disability certificate system that determines eligibility for government benefits.
