Cambodian Disabled People's Organisation(CDPO)

Cambodia's national disabled people's organisation established in 1994, representing persons with diverse disabilities through 75 member organisations across all 25 provinces. CDPO advances advocacy, rights monitoring, DPO development, and empowers approximately 20,000 people with disabilities through local self-help groups. It is Cambodia's primary disability rights civil society body.

The Cambodian Disabled People's Organisation (CDPO) was established in 1994 as a movement of Cambodian persons with disabilities seeking to be the recognised voice of disabled people in Cambodia. As a membership-based, non-governmental organisation governed by and for persons with disabilities, CDPO's network spans 75 member organisations across all 25 provinces, connected to approximately 1,000 Self-Help Groups (SHGs) representing around 20,000 persons with diverse disabilities.

What They Do

CDPO implements four core programmes: advocacy and rights monitoring, awareness raising and communication, DPO and women with disabilities forum development, and organisational development. The organisation monitors the implementation of Cambodia's disability law and the CRPD, supports 11 Women with Disabilities Forums promoting gender-disability intersectionality, and builds the organisational capacity of provincial and district DPOs. CDPO engages directly with government ministries, the National Assembly, and UN agencies on disability policy reform.

Who They Serve

CDPO serves persons with all types of disabilities throughout Cambodia, with its federated structure reaching communities in remote provinces. Women with disabilities receive dedicated programme support through the WWDF network. The organisation's self-help group model means grassroots members — many of whom are landmine survivors, persons with congenital disabilities, or those with acquired disabilities from illness or injury — are directly engaged in programme decision-making.
