The largest French-language cross-disability confederation in North America, representing 54 national and regional organizations of people with disabilities in Quebec since 1985. COPHAN advocates for the full social participation of people with all types of functional limitations through policy reform, public consultations, and coalition-building across government levels.
About
La Confédération des organismes de personnes handicapées du Québec (COPHAN) was incorporated in 1985 as a province-wide coalition of organizations led by people with disabilities. As the largest French-language multi-disability federation in North America, COPHAN unites 54 member organizations representing all types of functional limitations: motor, sensory, neurological, intellectual, learning, and mental health.
What They Do
COPHAN participates in Quebec National Assembly consultations, submits policy briefs on disability legislation, advocates for compensation of extra costs related to disability, monitors implementation of Quebec's Act to Secure Handicapped Persons, and builds coalitions with labour, feminist, and anti-poverty movements. It also produces French-language research and public education materials on disability rights.

COPHAN serves people with all types of disabilities and their families throughout Quebec, with particular reach into francophone communities. Its 54 member organizations collectively represent tens of thousands of Quebecers with functional limitations across the province.
