Kentucky Protection & Advocacy
Kentucky Protection & Advocacy is the state's designated protection and advocacy system — an independent state agency that protects and promotes the rights of Kentuckians with disabilities through legally based advocacy, education, and training. Headquartered in Frankfort, KY P&A administers six federally mandated advocacy programmes covering the full spectrum of disability rights.

Kentucky Protection & Advocacy (KY P&A) is an independent state agency designated by the Governor as Kentucky's Protection and Advocacy system under federal law, headquartered at 11 Mill Creek Park, Suite 100 in Frankfort. KY P&A is a member of the National Disability Rights Network and has operated since the 1970s.
What They Do
KY P&A provides information and referral, technical assistance, education and training, and direct legal advocacy for Kentuckians with disabilities. Programmes cover developmental disabilities, mental illness, traumatic brain injury, assistive technology access, client assistance for vocational rehabilitation users, and protection against abuse and neglect in facilities. KY P&A also conducts facility monitoring and systemic advocacy to improve state disability systems.
Who They Serve
KY P&A serves all Kentuckians with disabilities at no cost, with a focus on individuals whose rights have been or are at risk of being violated. Services are free and available statewide, including in rural communities underserved by other legal aid providers.
