Ra'es Hadomi Timor Oan (RHTO) — meaning "Timorese Who Love Each Other" — was established in 2006 as the national DPO of Timor-Leste. Based in Dili, it operates programmes across all 13 municipalities, maintaining focal points and member networks in each area, with over 90% of staff being people with disabilities.
